Management, Audit, and Consulting Services of the Soil Pollution Inspection Information on Land of D

This program was to assist the Environmental Protection Administration (EPA) in promoting activities related to Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act (hereafter referred to as SGPRA), analyze the soil pollution inspection information, verify the soil quality, develop the drafts of regulations, and establish new functions of the database. The following work items were implemented in the program: 1.Compiled the soil pollution inspection cases reported to the EPA in this program (603 cases), and evaluated and analyzed the performance on the execution of soil pollution inspection activities. 2.Among the un-reported companies, initial checked 170 publicly designated industrial land sites, inspected 59 sites, and conducted soil sampling and verification of 45 sites of them. 3.Among the reported companies, inspected 22 publicly designated industrial land sites and conducted soil sampling and verification of 13 sites of them. In addition, we also verified 16 sites assigned from EPA. 4.Analyzed Articles 8 and 9 of SGPRA, developed 5 drafts of regulations, and help EPA to hold 3 associations and 3 public hearing meetings. 5.Maintained the “Information Management System of Soil Pollution Inspection on the Land Publicly Designated Industrial Land”, upgraded the system functions of data inquiry, and integrated with EMS, SGM and EALA system. 6.Helped EPB to login the information of Pollution Site on the reference file of Land register, and assess the feasibility to login other soil and groundwater information. 7.Held 1 training session and 2 guidance meetings, edited 2 kinds of booklets, 1 poster and 1 brochure, and provided professional and technical consultation to the EPA.
